Jay is a trained wetland specialist. Jay graduated from Virginia Tech in 1984 with a B.S. in Agricultural Engineering.  He has made a career in the field of agriculture.  Jay provides wetland delineation and mitigation services as well as Phase I Environmental Assessments for Reynolds-Clark.

Experience:   
  • Hammock Farm Pond - Performed wetland delineation and compiled compensation plan to create a farm pond on approximately 12 acres for agricultural purposes.  Chatham, VA 
  • Liberty Ridge Restoration - Compiled an Eradication Plan for Invasive Species for a restoration project.  Assisted in the development of the landscape plan for the construction phase of the project. Lynchburg, VA   
  • Dan River Pedestrian Riverwalk - Performed wetland delineation for the Riverwalk Extension along the Dan River.  Danville, VA
  • Camp Hydaway - Performed wetland delineation for Liberty University’s Camp Hydaway, a 100 acre site for a proposed lake.  Lynchburg, VA
  • Stone Ridge at Johnson Mountain - Performed wetland delineation on 1,200 acres of future residential subdivision.  Campbell County & Bedford County, VA
  • Liberty Mountain Drive - Performed wetland delineation and permitting for the Liberty Mountain Drive project, the construction of a road from Wards Road to the existing Liberty Mountain Drive. Lynchburg, VA  
  • Sappony Trading Path - Performed the preliminary wetland delineation for the proposed 2.5 mile recreational trail for the project.  Prepared the mapping for submittal to VDOT for environmental review.  Halifax County, VA
  • Halifax County Fairgrounds - Provided wetland delineation for the property to be included in the Phase 1 Environmental Assessment.  Completed site reconnaissance and assisted in the compilation of Phase 1 Environmental Assessment.  Halifax County, VA
